What is there
Rico runs the black market and is found only here. He deals in exotic gear: rare reel, line and hook pieces for your rod, possibly accessories and bonus potions later. Stock rotates, so it is worth checking back.
A dynamic fish market is planned here too, prices that move up and down on specific fish, unlike Trevor whose prices are fixed everywhere else. Whether Rico runs it or another NPC does is undecided.
That is a genuinely good idea: it gives selling somewhere else a reason to exist. Right now every fish has one fixed price, so where you sell never matters. A market that moves makes when you sell a decision.
